Mr. Scholes has been with the firm since 1987. He represents water, sewer, and natural gas utilities across the State of Tennessee. He provides a wide range of legal services to these public utility clients including regulatory compliance, condemnation actions, contract negotiation and drafting services, general litigation and answering legal questions in the day-to-day operations of a public utility.
Mr. Scholes serves as General Counsel to the Tennessee Association of Utility Districts which provides technical, legal and operational services to its water, sewer and natural gas utility members. He drafts legislation for the Association, reviews and makes recommendations on bills filed with the Tennessee General Assembly which affect the Association’s members and serves on the Association’s Legislative Committee. He has been writing articles for the Counsel’s Corner feature of the Association’s magazine, Tennessee Utility News, for several years. He is a frequent presenter at Association seminars and conferences on legal issues affecting utilities in Tennessee.
Before joining the firm Mr. Scholes worked as Assistant General Counsel of the Tennessee Public Service Commission (now the Tennessee Regulatory Authority), an administrative agency regulating investor-owned public utilities in Tennessee. In addition to representing public utilities, he represents clients in Social Security disability cases.
Mr. Scholes graduated from the University of Tennessee College of Law in 1982 with honors. He served as Research Editor of the Tennessee Law Review during his third year of law school. He graduated from Belmont College in Nashville, Tennessee in 1977 with a B.S. in Biology.
